Agricultural sustainability has become one of the fundamental pillars of European and national policy. In the last few years, rational nutrient management and reducing the environmental impact of fertilisation has shifted from being good practice to becoming a legal requirement.
To meet these European objectives, Spain published the Royal Decree 1051/2022 on sustainable nutrition in agricultural soils and, more recently, Order APA/1226/2025, which regulates the operation of the new General Register of Manufacturers and Economic Agents of Fertiliser Products (REGFER).
These regulations represent a change in the way fertilisation is planned, applied and controlled in Spain. Their purpose is:
- On one hand, to improve the efficiency of fertiliser use, reducing emissions and pollution.
- On the other hand, to ensure the traceability of all agents involved in the fertiliser supply chain.
This order affects manufacturers, importers, distributors, fertiliser service companies, consultants and other economic agents involved in the fertiliser supply chain.
Procedure and obligations
Economic operators registered in the REGFER must:
- Submit a sworn statement to the competent body.
- Apply for registration with the relevant autonomous community, or the MAPA if they are based in another Member State.
- Report their activities, data or facilities, providing documentary evidence.
- To submit information on fertiliser sales for the previous year on an annual basis.
Key REGFER deadlines
Compliance with the established deadlines will be essential to ensure the continuity of activities related to the marketing and application of fertilisers in Spain:
- New economic operators in Spain or companies established in other Member States: They must register with REGFER from January 1st, 2026.
- Economic operators already established in Spain: They will have until July 1st, 2026 to register.
- Submission of annual information: All registered operators must submit, before March 31st of each year, data for the previous financial year on sales, imports, exports and production of fertilisers. The first submission will be for the year 2026.
