KKDIK – The Turkish REACH

In a previous blog we talked about the REACH Regulation, a European Union regulation that deals with the Registration, Evaluation, Authorization and Restriction of Chemical Substances and Mixtures. There are some countries such as Korea, Japan, China, and Turkey that have regulations like REACH, with the same purpose, but with a different procedure. In this case we will talk about KKDIK, the regulation that is currently in vigour in Turkey and is responsible for ensuring the safety of chemical substances and products. In essence, it seeks to achieve the same objectives as the well-known REACH Regulation and follows a very similar set of processes. It came into force in 2017 and, since then, has been a referent in this field.

Ensuring compliance with the KKDIK (Turkish REACH) regulation is mandatory for companies wishing to sell chemical substances or mixtures in the Turkish market. Companies based outside Turkey can appoint an Only Representative (OR) in Turkey to register their substances.

This regulation establishes a legal framework for the control of all chemicals in Turkey and aims to ensure the protection of human health and the environment, as well as to promote the free trade of chemicals in line with international standards.

As with REACH, the KKDIK applies to all manufacturers, importers, distributors, and users of chemicals in Turkey. This includes all companies, both domestic and foreign, operating in the country and handling chemicals subject to this regulation.

Why are both REACH and KKDIK important? Because both regulations promote safety and security in the handling of chemicals, which benefits both public health and the environment. In addition, it should be emphasized that it helps to ensure compliance with international standards, which facilitates the trade of chemicals between Turkey and other countries.

Considering all this, we can state that KKDIK is a crucial legislative measure for the control and safe management of chemicals in the country, following a similar approach to the REACH system. This is why its implementation is essential to ensure the protection of health and the environment, as well as to promote the safe trade of chemicals in the Turkish market.

The amendment to registration deadlines for substances manufactured or imported into Turkey has been updated as follows:

By December 31, 2026:

Substances with a production or import quantity equal to or exceeding 1,000 tonnes per annum (t/a)
Substances classified as Aquatic Acute 1 and Aquatic Chronic 1 (H400, H410) with a production or import quantity equal to or exceeding 100 t/a
CMR (Carcinogenic, Mutagenic, or Toxic to Reproduction) substances categorized as Category 1A and 1B with a production or import quantity equal to or exceeding 1 t/a

By December 31, 2028:

Substances with a production or import quantity ranging from 100 to 1,000 t/a

By December 31, 2030:

Substances with a production or import quantity ranging from 1 to 100 t/a
